This specification specifies Best Commercial Grade paints and coatings and is a consensus document that replaces the Master Painter Institute (MPI) Product Listings.

Conformance to MPI Approved Products is coincidental. However a link to MPI Product Listing is included in hidden text for many products. MPI Web Site: http://www.paintinfo.com

Approved Products by MPI do not include complete listings for each manufacturer. Products are not necessarily equivalent in performance and general quality. Levels of quality set by MPI have forced some manufacturers to lower product quality in order to meet this bar in order to remain competitive. High cost and time delays for testing by MPI has resulted in incomplete test results and delays in listing hybrid and other innovative product technologies.

Specification attempts to include a full product line of commercial quality paints from each manufacturer. Premium products, designed for the home-owner, are not included because equivalency varies cannot be established between manufacturers.

Acceptance of listed manufacturers is dependent upon availability of locally available, manufacturer employed, architectural product representative who are independent from paint distributors, available to aid in technical advice, and able to evaluate and perform other field services.

Consult with architectural product representatives to obtain updates of equivalent products and as needed to maintain a full product line for each manufacturer.

ADMINISTRATIVE REQUIRMENTS

Pre-Installation Conference: Arrange under provisions of Section 013119.

Attendance: Contractor, painting subcontractor, Owner, Architect, manufacturer’s technical representative, [Painting Inspection Agency], and others as requested to attend.

Meeting Time: Minimum 2 weeks before beginning work of this Section and work of related Sections affecting work of this Section, and as necessary to meet Project Schedule.

Location: Project Site.

SUBMITTALS

Submit under provisions of Section 013300.

Product Data: Provide in the same order as scheduled by this Section:

Manufacturer’s Product Data Sheets for each product.

Performance features, substrate recommendations, primer recommendations (where required), and product limitations.

Recommended dry film thickness.

Solids by weight.

Solids by volume.


Following Label analysis is worth enforcing as a means to evaluate quality of paint products which often conceal solids content by using fillers and additives to make a product appear to have higher solids and more active resin and pigments than is actually the case. Manufacturers will resist submitting this and is a cause for rejection of suspicious and substitute products.


Product/Label Analysis for paint products:

Pigment and vehicle percentages by weight.

Pigment composition analysis, including fillers in percent by weight.

Vehicle composition analysis, including resins, solvents, and additives by weight.

Material Data Safety Sheets (MSDS) :

Solvents, driers, additives, and fillers.

Volatile organic compounds (VOC) emissions in grams per liter.

Chip Color Samples: Manufacturer’s complete selection.

Paint Drawdown Color Samples: Size not less than 8 inch by 10 inch draw-down for each color selected for final acceptance prior to beginning work.

Label back of each drawdown with manufacturer, product, color name and number, and gloss level.

Furnish additional samples as required for acceptance of colors, finishes, and textures.

Retain approved samples for reference.


Following is a placeholder for Sustainable Design Submittals and requires editing to current edition of certifying organization including US Green Building Council - USGBC LEED, Green Building Initiative (GBI) - Green Globes, International Living Future Institute (ILFI) - Living Building Challenge, Washing Sustainable Schools Protocol (WSSP), or as applicable.


[SUSTAINABLE DESIGN SUBMITTALS

Submit under provisions of Section 033300.

Sustainable Design Certifications: Signed by manufacturer authorized representative, as applicable, for documentation of products contributing toward LEED Credits in conformance to Section 018113.

MR Credit 5, Regional Materials:

List products that that have been extracted, harvested or recovered, as well as manufactured, within 500 miles of the project site.

If only a fraction of a product or material is extracted, harvested, or recovered and manufactured locally, then only that percentage (by weight) can contribute to the regional value.

Record volume and cost of materials that meet this requirement.

Indoor Environmental Quality (IEQ):

IEQ Credit 4.2, Low Emitting Materials – Paints and Coatings:

Product data for field applied interior paints and coatings. Include technical data as required to verify VOC levels.

Sustainable Products Cost Data: Submit cost for certified sustainable product submittal. Exclude cost of labor and equipment to install products.]

CLOSEOUT SUBMITTALS

Conform to provisions of Section 017824.

Maintenance Data: Product data sheets, manufacturer’s application instructions, MSDS, product color name and number, cleaning instructions, and spot repair and repaint instructions.

Invoices and other data as necessary to verify quantities of each paint product suitable for coverage in conformance to manufacturer’s instructions.

[MAINTENCE MATERIAL SUBMITTALS


Verify if Owner wants this.


Submit in conformance to Section 017700.

Minimum one gallon of each paint and coating type and color.

Identify each container as to manufacturer, product, color name, and number with minimum 5 inch press type. Tape over with clear tape.

Include manufacturer instructions and MSDS for each product submitted

Turn over to Owner prior to project completion. Obtain signed receipt.]

QUALITY ASSURANCE

Manufacturer Qualifications:

Manufacturer Employ full time locally available architectural product representative, technical field representative, testing equipment, and services as necessary to perform inspections and to determine compliance with manufacturer’s instructions and provisions of Contract Documents.

Applicator Qualifications:

Able to document minimum 10 years continuous experience in commercial quality projects of similar type and scope.

Employ qualified journeymen painters with apprentices under direction of qualified journeymen, conforming to trade regulations.


Painting inspection is seldom specified. Where this is a requirement, specify additional requirements under Section 014324 -Painting Inspection Services.

Painting Inspection Agency: Acceptable to Owner and Accredited Quality Assurance Association.

Attend preconstruction meeting, make inspection of substrates prior to application of paints and coatings, make intermittent inspections, and make final inspection based on requirements of Architectural Painting Specification Manual. .

Make report to Architect indicating defects and action required where inspection indicates non-compliance.

Contractor: Notify Painting Inspection Agency one week prior to beginning work and assist painting inspection agency in performing inspection services. ]


Verify following with prevailing codes and authorities having jurisdiction. SCAQMD is no longer required for LEED. This may be referenced in LEED NC, CS, and CI Version 3.0.


Sustainability Standards Certifications:

Architectural Paints, Coatings, and Primers Applied to Interior Walls and Ceilings: Do not exceed Volatile Organic Compound (VOC) content limits established in Green Seal Standard GS11, Paints, First Edition, May 20, 1993.

Anti-Corrosive Coating and Anti-Rust Paints applied to interior Ferrous Metal Substrates: Do not exceed VOC content limits established in Green Seal Standard GC-03, anti-Corrosive Paints, 2nd Edition, January 7, 1997

Clear Wood Finishes, Floor Coatings, Stains, and Shellacs Applied to Interior Elements: Do not exceed VOC content limits established in South Coast Air Quality Management District (SCAQMD) Rule 1113, Architectural Coatings, rules in effect on January 1, 2004.

Field Samples: Provide under provisions of Section 014300.

Minimum three 10 square foot area field sample for each accepted color and substrate type. Provide as a step-down field sample, showing each step of system, including surface preparation.

Locate as accepted by Architect.

Protect and retain accepted field samples as standard of quality for work of this Section.

Accepted field samples may be incorporated into finished work.

DELIVERY, STORAGE, AND HANDLING

Conform to provisions of Section 016510 and manufacturer's instructions.

Deliver in unopened, sealed containers, bearing manufacturer's original labels with manufacturer’s brand name, product name and number, color designation, surface preparation, mixing and reducing instructions, coverage, drying time, clean-up instructions, MSDS, and VOC content. Include invoice statements showing quantities of each paint product. Submit to Architect upon request as a means to verify quantities suitable for coverage.

Store and utilize paint in original containers bearing manufacturer’s label for ease of identification. Do not put paint in containers bearing labels for other products.

Store at ambient temperature between 45 degrees F and 90 degrees F. Store and mix material outside building.

Take special safety precautions against hazards from toxic and flammable materials.

Place paint and solvent contaminated cloths and materials, subject to spontaneous combustion, in containers and remove from job site each day.

FIELD CONDITIONS

Environmental Requirements: Do no apply paints and coatings at surface and air temperatures below 50 degrees F, except as specified by this Section or as instructed or accepted by manufacturer.

Weather: Do not apply exterior coatings when precipitation is predicted or appears imminent.

Ventilation: Maintain continuous air exchange ventilation. Move moisture, odors, and fumes from painting to outside of building.

Illumination: Maintain lighting level of 50 foot candles measured at mid height at substrate surfaces.

PERFORMANCE CRITERIA

Single Source Responsibility: Supply primers, intermediate, and finish coats for each paint and coating system from a single manufacturer, except as otherwise specified.

Surface Preparation: Conform to MPI Architectural Painting Specifications Manual, SSPC, manufacturer’s instructions, and provisions of this Section for work as needed to prepare substrates to be free of conditions that may impair adhesion and uniformity.

Remove bond breakers, dust, foreign matter, and surface irregularities.

Prepare to prevent bleed-through of substrate material.

Paint System Application: Conform to MPI Architectural Painting Specifications Manual, and manufacturer’s instructions.

Paint Grade: Conform to Premium Grade, except as otherwise specified.

Minimum one primer coat and two finish coats, except as otherwise specified.

Additional coats as necessary to cover with no holidays or other surface imperfections.

Dry film thickness (DFT) and wet film thickness (WFT), as instructed by manufacturer.

MATERIALS

Painting and Coating Schedule: Refer to Schedule at end of this Section for products specified for specific finishes.

Surfaces Not Scheduled for Paints and Coatings: Where unscheduled surfaces are discovered following Bid, assume premium commercial quality paint or coating, meeting or exceeding Approved Product List, and as instructed by manufacturer’s technical representative. Submit to Architect for acceptance prior to beginning work.

Coatings: Ready mixed, except catalyzed coatings. Process pigments to consistency for uniform and homogeneous coatings, good flow and brushing qualities, drying or curing free of streaks and sags.

GLOSS AND SHEEN LEVELS

Conform to Gloss and Sheen Levels as tested in accordance with ASTM D523, regardless of that stated by manufacturer product data and shown on paint containers.

EXECUTION

EXAMINATION

Verify conditions ready to receive work of this Section before beginning work.

Arrange for adequate lighting, temporary heat, and ventilation.

Maximum Moisture Content of Substrates: Conform to manufacturer’s instructions and guidelines. Perform tests using commercial quality electronic moisture meter. Where exceeding following values, promptly notify Architect and obtain direction before beginning work.

Concrete: 17 percent. Cured minimum 28 days.

Concrete Slab-On-Grade: Perform calcium chloride test over 24 hour period or other test acceptable to manufacturer. Verify acceptable moisture emissions and pH levels.

Concrete Masonry: 17 percent

Exterior Wood: 19 percent.

Interior Wood: 15 percent.

Interior Finish Detail Woodwork, Including Trim, and Casework: 10 percent.

Plaster and Gypsum Materials: 17 percent.

MATERIALS TO BE FINISHED

Prepare and finish surfaces of materials, except as specifically excluded or otherwise specified.

Include Structural, Mechanical, and Electrical Items in rooms and spaces scheduled for painting. Paint out conduit and other such items to match color of adjacent surfaces.

Field paint exposed -to-view surfaces, whether or not indicated to receive coatings, except where specifically excluded by Contract Documents. Include:

Pre-finished items such as conduit, ductwork, hangers and seats;

Unfinished steel and wood surfaces.

Interior utility panels, grilles, and surfaces visible through vents and louvers.

MATERIALS NOT TO BE FINISHED

Refer to Finish Schedule for rooms or areas not required to be field painted.

Metals: Brass, bronze, copper, stainless steel, pre-finished metal, and plated metals other than galvanized metal, except as specifically indicated.

Plastic laminate, melamine, and other finished plastic surfacing.

Roofing, masonry, stone, and concrete, except as otherwise indicated.

Glass and clear plastic, except as otherwise indicated.

Substrates with specified factory-applied colored finishes and normally unfinished substrates:

SURFACE PREPARATION UNDER WORK OF OTHER SECTIONS

Field Substrate Preparation Specified Under Work of Related Sections: Crack free, finished, clean, and as needed to make substrates suitable for primers and finished coats specified for work of this Section, except minimal spot filling, spackling, and other preparation normally performed by work of this Section.

Shop Preparation and Primers for Metal Fabrications: Specified under work of Section 055000, except for spot priming and spot repair of shop primers prior to applying finish coats specified under this Section.

SURFACE PREPARATION PROCEDURES

Mildew removal:

Do not use bleach to remove mold from carbon-based materials. These include paper, cellulous, wood, sucrose (sugar), gypsum board, and materials that are considered food for mold.

Contact Owner and Architect for remediation method for mold contamination of carbon-based materials.

Proceed with methods to remove stains as specified by for non-carbon based materials.

Concrete, [Portland Cement Plaster] and Concrete Unit Masonry Receiving Opaque Finish [Concrete Surfaces Receiving Translucent Stained Coatings]:

Allow 28 day curing period before beginning work.

Remove dirt, loose material, sand particles, loose mortar, scale, laitance, powder, stains, rust, oil, grease, efflorescence, grease, and other bond breakers.

Test plaster and masonry surfaces to verify cured and dry.

Point, fill, and repair minor cracks, holes, and other surface imperfections.

Steel and Iron: Put in condition to receive paint. Remove grease, rust, scale, dirt, and dust. Use prime paints compatible with finish coats. Conform to Section 099713 for exterior metal except as specified this Section.

Field Welded or Abraded Spots: Power tool, clean, and prepare, conforming to SSPC-SP-3. Spot prime by end of same day.

Surfaces Shop Primed Conforming to Section 055000: Solvent clean free of oil and grease before coating, conforming to SSPC-SP-1.

Surfaces Shop Primed with Alkyd Coatings and Coatings not Conforming to Section 055000:

Machine clean to SSPC SP-3.

Hand tool clean to SSPC SP-2 as required for removal of rust and scaling at difficult to reach locations.

Solvent clean free of oil and grease before coating, conforming to SSPC-SP-1.

Surfaces Not Previously Shop Primed:

Remove Rust and Scale: Power tool clean and prepare, conforming to SSPC-SP-3. Apply prime coat when thoroughly dry and before forming of visible rust.

Oil and Grease: Solvent clean, conforming to SSPC-SP-1, before applying finish coat.

New Pre-Primed and Prefinished Metals: Solvent clean in accordance with SSPC-SP-1.

Uncoated, Ungalvanized, and Existing Ferrous Metals: Power tool clean and prepare in accordance with SSPC-SP-3. Prime by end of same work day and before forming of visible rust.

Remove oil, grease, and other foreign substances by lacquer thinner, conforming to SSPC SPC-1.

Lightly scuff sand with 120 grit paper to break surface sheen without scratching or scaring surface.

Hot-Dipped Galvanized Steel Treatment: Conform to ASTM D6386 for preparation of galvanized surfaces prior to application of primers and other coatings directly to galvanized surfaces.

Newly Galvanized Steel:

Within 48 hours of galvanizing, and before zinc oxide or zinc hydroxide formations on surface, clean surfaces of oil and grease.

Smooth high spots and rough edges by sanding or sweep blasting.

Apply zinc-phosphate treatment or other acceptable adhesion promoter.

Partially weathered Galvanized Steel:

Test for and remove chromatic conversion coatings that may have been applied at factory.

Clean surfaces of oil and grease. Smooth high spots and rough edges by sanding or sweep blasting.

Remove wet storage stain using a mild ammonia solution, rinse with water, and air blow dry.

Apply paint coating within 30 minutes before zinc oxides begin to reform or apply zinc-phosphate treatment or other acceptable adhesion promoter.

Weathered Galvanized Steel:

Apply 2 coats of sealer, primer, or suitable finish system to balance finish on exposed face.

RECOATING SURFACE PREPARATION


Applicable for renovation and re-coating of previous coatings.


Prepare existing coated substrates as needed to make suitable for work of this Section. Proceed as for new work following initial preparation conforming to - Architectural Painting Specification Manual, Surface Preparation, SSPC- Surface Preparation Procedures, manufacturer instructions, and Contract Document provisions.

Concrete and Masonry:

Remove old paint, chalking, laitance, and efflorescence down to bare substrate.

Fill holes and cracks with suitable filler.

For substrates not being recoated, match coloration of material being filled.

Metal:

Remove deteriorated painted surfaces.

Feather edges to prevent telegraphing of surface blemishes through painted surface.

Conform to this Section and Section 099713 for rust removal and spot repair primer.

Prime as necessary to prevent bleed-through of rust.

Wood, Prior to Recoating:

Remove and clean existing deteriorated painted surface down to sound substrate, suitable for new coatings.

Sand thick and sharp edges to make feather edge transitions needed to prevent telegraphing through finished paint surface.

Fill and patch checks, blemishes, and deteriorated surfaces.

Wood, Prior to Staining:

Proceed as for Recoated Wood, except strip down to bare wood free of coatings and foreign matter.

Spot repair to restore uniformity of color. Bleach stained and watermarked surfaces.

Lightly sand without changing uniform color and character of surface.

Gypsum Board, Veneer Plaster, and Gypsum Based Products:

Fill, sand, and spot prime.

Remove unsound coatings and bond breakers.

Apply bonding agent where patching compound overlaps existing painted surfaces.

Sand and feather edge transitions to eliminate photographing through finished paint surface.

PROTECTION

Take measures to protect surfaces not receiving work of this Section including protection from overspray, adjacent surfaces and down wind surfaces.

Provide drop cloths, shields, and protective equipment.

Repair or replace damaged surfaces caused by failure to provide suitable protection.

Remove or mask electrical outlets and switch plates, mechanical diffusers, escutcheons, registers, surface hardware, fittings, fastenings, and other items not receiving coating system.

Correct minor defects and clean substrate surfaces included under work of this Section.

Remove coatings that exhibit surface defects or unsuitable surface adhesion.

APPLICATION

Conform to manufacturer's instructions, - Architectural Painting Specification Manual, and provisions of Contract Documents.

Conform to Premium Grade, including application of two finish coats over prepared and primed substrates.

Apply as many additional coats for complete coverage and for acceptable finished appearance, free of holidays and color irregularities.

Back-roll, back-brush, and perform other work as necessary to lay down gypsum board fuzz, push spray-applied coatings into surfaces, and to even out and make for smooth, uniform coated surfaces.

Apply primer and each finish coat in slightly different hue as means to verify multiple coat coverage.

Conform to manufacturer’s instructions for wet film and dry film thickness of coatings.

Verify wet film thickness (WFT) by use of wet film gage during application.

Test dry film thickness (DFT) using Tooke or other accepted measuring device.

PATCHING

Repair surfaces damaged during construction activities. Spot repair and refinish as necessary for finished appearance prior to Substantial Completion and Owner occupancy.

Reinstall items previously removed for painting, including hardware, electrical plates.

FIELD QUALITY CONTROL

Independent Field Inspection and Testing: Conform to Quality Assurance provisions specified this Section, [and provisions of Section 014324 for Painting Inspection Services].

Manufacturers Field Services: Conduct field services by manufacturer’s local senior technical field representative.

Attend Pre-Construction Conference, view mockups, make intermittent site visits, make final site visit at project completion.

ADJUSTING

Take measures as necessary and as directed by Architect to repair, prepare, and recoat systems not conforming to Contract Document provisions.

CLEANING

As Work proceeds, promptly remove spilled, and splattered paint and coating products so as not to damage surfaces.

Maintain premises free from unnecessary accumulation of tools, equipment, surplus materials, and debris.

At conclusion of work, thoroughly clean paint and coatings from surfaces not designated to be painted.

Do not scratch or damage surfaces.

Verify chemical compatibility of cleaners to materials to be cleaned.

Leave premises neat and clean; free from debris and residue from work of this Section.

Do not dump paint, stains, chemicals and clean/wash painting equipment anywhere in the landscaping around the building, site, or property, including the adjoining property.
